The UK and US have finalized a landmark trade agreement that will keep no levies on British medicine exports going into the US market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has agreed to boost funding on medicines through the National Health Service (NHS). This move guarantees that import taxes on these key products will be held at zero for a duration of the next three years.

This deal follows recent warnings to dramatically increase duties on branded drug products, with figures floated reaching one hundred percent.

"This arrangement between the United Kingdom bolsters the worldwide climate for innovative medicines and introduces long-overdue balance to transatlantic pharmaceutical trade," an announcement said.

Economic Impact

Pharmaceuticals constitute one of the the United Kingdom's largest exports to the US, which is by far the largest destination for leading UK drugmakers.

Trade data show that in the 12 months prior to September, the UK shipped medicines valued at £11.1bn to the US. This value accounted for 17.4% of all goods exports in that timeframe.

"This deal safeguards work, stimulates investment and sets the stage for the UK to become a global hub for life sciences," a minister remarked.

Specific UK Commitments

The deal includes several specific changes from the British government:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it considers new treatments to be unaffordable by 25%.
  • Higher Drug Budget: There is a goal to raise overall NHS spending on treatments from 0.3 percent of the national economy to 0.6 percent over the coming ten years.
  • Refund Ceiling: The percentage manufacturers must refund to the NHS to stay within budget will be capped at fifteen percent. In the past, rebates were more than twenty percent.

Broader Context

The pact follows a long-running dispute between the sector and the ministers over medicine costs and approval rates.

This friction were intensified by arguments that American patients were paying several times more for the identical medicines than people in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been halted or cancelled, while substantial funding commitments have been announced toward US facilities.

One official stated that the NHS needed to spend more on drugs, noting that its expenditure on drugs had shrunk as a proportion of its total funding over the previous ten-year period.
